If a project requires removal of vegetation, it is likely either a Flora and Fauna Assessment or Biodiversity Development Assessment Report (BDAR) will be needed.
A BDAR is a report that assesses vegetation and biodiversity in accordance with the robust Biodiversity Assessment Methodology (BAM). The BDAR is required to highlight how the project has assessed and quantified biodiversity and native vegetation, followed by introducing the legislatively required approach of avoiding, minimising, and then as a last resort – offsetting impacts. A BDAR must be undertaken by an Accredited Biodiversity Assessor. The outcome of a BDAR will identify how many credits are required to offset the residual impacts of project to achieve a no net loss outcome.
A BDAR is required if a project covers any of three thresholds, namely:
Impacts to vegetation mapped on the Biodiversity Values Map.
Impacts to native vegetation in exceedance of the area clearing thresholds.
If an Assessment of Significance confirms that a project is likely to constitute a significant impact on biodiversity.
